Who's holding ARDOT proposals for Nov. 4: 33 firms, led by Atlas Asphalt with eight jobs
ARDOT's Oct. 28 proposal holder lists show 33 firms holding 69 proposals across the 19 jobs. 19 of the firms have Arkansas addresses, and three jobs had a single holder.
Before every letting, the Arkansas Department of Transportation publishes proposal holder lists: the firms that have requested a bidding proposal for each job. The lists for the Nov. 4, 2026 letting, dated Oct. 28, show 69 proposals held by 33 firms across 19 jobs. A proposal is required to bid, but holding one is not a commitment, so the lists show interest, not the final bidder count.
The most active firms
Counting the morning and afternoon lists together, these firms hold the most proposals:
- Atlas Asphalt, Inc. (Batesville, AR): 8
- Redstone Construction Group, LLC (Little Rock, AR): 6
- Rogers Group, Inc. (Nashville, TN): 4
- Mobley Contractors, Inc. (Morrilton, AR): 4
- Robertson Contractors, Inc. (Poplar Bluff, MO): 4
- Cranford Construction Co. (Pine Bluff, AR): 3
- Manhattan Road & Bridge Company, LLC (Tulsa, OK): 3
- White River Materials, Inc. (Batesville, AR): 3
- CK Asphalt, LLC (Quitman, AR): 3
- Delta Asphalt of Arkansas, Inc. (Cape Girardeau, MO): 3
- APAC-Central, Inc. (Fayetteville, AR): 3
Atlas Asphalt, based in Batesville, is on eight of the 13 resurfacing jobs, and Redstone Construction Group of Little Rock is on six. Mobley Contractors of Morrilton and Robertson Contractors of Poplar Bluff, Mo., hold proposals for bridge and reconstruction work: both are on the Highway 25 bridge in Independence County, the War Eagle Creek bridge in Madison County and the County Road 73 reconstruction in Baxter County.
Where the firms are from
Of the 33 firms, 19 have Arkansas addresses. Missouri is next with 6, followed by Tennessee (3) and Oklahoma (2). Single firms from Texas, Kansas and Minnesota round out the list. Out-of-state firms are most common on the structure jobs: the Crawford County interstate job has six out-of-state holders among its 10.
Thin competition on some jobs
Three resurfacing jobs had a single proposal holder as of Oct. 28: the chip seal on Highway 85 in Phillips County (Atlas Asphalt), the Highway 375 overlay in Polk County (Blackstone Construction of Russellville) and the Highway 167 mill and overlay in Calhoun County (Jet Asphalt & Rock Co.). Five more had two holders: Highway 14 in Independence County, the Garland County pedestrian job (Redstone and Ti-Zack Concrete of Le Center, Minn.), Highway 338 in Pulaski County and Highway 182 in Clark County (both Cranford Construction and Redstone), and Highway 101 in Baxter County (APAC-Central and Atlas Asphalt). Lists can change until the letting, since firms may request proposals late.
Most-sought jobs
- Job 040904, I-40/I-49 interchange grading in Crawford County: 10 holders
- Job 050439, Highway 25 bridge, Independence County: 8
- Job BR4401, War Eagle Creek bridge, Madison County: 6
- Five holders each: Highway 367 in White County, the Osceola intersection in Mississippi County and County Road 73 in Baxter County
Why subcontractors watch these lists
For subcontractors, truckers and suppliers, the proposal holder list is the list of primes to call. ARDOT's Standard Specification 102.07 requires a prime to submit a bidders list for each project it bids before it can get proposals for later lettings. On federally funded jobs, the bidders list must name every firm that quoted, with its type of work, NAICS codes, age and gross receipts, whether or not the quote was used.
Nearly all of these firms are on ARDOT's Oct. 6 prequalified contractors list. Of the 41 firms on the current proposal holder lists for both the Nov. 4 and Jan. 20 lettings, 39 appear on it by name.
The lists also include each firm's mailing address and office phone, and ARDOT posts them on its Proposal Holders List page. Every job is on our bids page, and our directory lists Arkansas's ARDOT-prequalified firms by county.
